Research indicates that 1 in 4 prisoners are HCV-positive (or have hepatitis C) and roughly 3% of prisoners have HIV (United Nations Office on Drugs and Crime, 2020; World Health Organization, 2025).
Because of the three-times-higher HIV infection rate within prisons when compared with the general population (National HIV Curriculum, 2025) , and similarly high rates of hepatitis C, some medical professionals suggest allowing for controlled experimentation on inmates to test drugs to combat these two infections.
