Good statement of the problem, however you left out the key ethics code that makes this an ethical violation: Code 2.06, accuracy in service billing and reporting. Without this the actions of the supervisor may not be considered an ethical violation and must be included here.

A final consideration is if you would want to continue to be employed by an organization willing to engage in fraud. This is to protect your integrity, uphold ethical standards and also not be held culpable for fraud yourself as you could be viewed as complicit.
